ElM, there is a common mistake that because it's a good idea to have half a dozen laws, it's therefore a good idea to have 1000 of them.

Pretty soon, there's a law-making machine which depends on the process to get money. So even though there's no need for another law, they have to make some or face obsolescence and the need to get a real job doing something useful.

It's not a matter of Big Brother or nothing.
