hmmm, I was thinking of human systems like societies, political systems, etc.

But if you want to look at intelligence that way, we have material examples to reflect upon. Computer systems are based on a simple binary system of '1' and '0' and look what we've been able to do in due time. The Universe in singularity is based on indistinct stability where a small irregularity, like a vibration, could be the basis for universal action and change from a singular thing to what we are experiencing. So from nothingness to something may be that simple, anyway that seems to be the simplest comparable design for your software.
