Hmm.. in democratic/republican form of government, checks and balances are supposed to prevent the consolidation of absolute power by any one person, or group.

It's implicit purpose is to make the legislative process inherently "messy" and dependent upon compromise.

Same reason we have an adversarial form of legal system instead of the Napoleonic code where one is often presumed guilty until proven innocent.

In sum, checks and balances dilute governmental power in favor of the people. IMO, the less they can impose governmental decrees, the more they have to pay heed to those who voted them into (and out of) office.

Not perfect, but beats the alternative; dictatorship.
