Fellow I was talking to in Virgin Islands worked three jobs to put his two daughters through private school and university... still working.. Apparently most schools there are mostly church related or some other private...

Brazil educated kids come from privatized education systems while the poor go to publci school system.

What is % in public school... that counts a lot.. or you run the risk like US of broadening gap between haves and have nots.. which in interest of long term success... NOT GOOD... especially in a big country like Brazil.. different dynamic than TJ's HK or other dinky (very small population) places you mentioned..IMO...
