Maybe you're right about the East Coast, but you're not right about the West. I've flown into LA twice with SOCAL radar outages of significant duration. Sure, things slowed a bit, and there were definitely some unexpected gate holds and in-the-air holds, but air traffic most emphatically did not grind to a halt. And, if a Y2K problem caused things to get really congested, the FAA could always give emergency authority to Part 121 operators to fly VFR under the flight levels--radical but possible. I'm not saying it's a great solution, but with Mode S it's probably a hell of a lot less critical than firing all the controllers the way Reagan did--when there were only modest delays and no accidents.
