History shows that high tax brackets for the very wealthy doe reduce the debt. Under Truman and Eisenhower the top tax bracket was 91% and the debt was substantially reduced. Under Kennedy, Johnson and Carter, the top bracket was 71% and again, the debt was dramatically reduced. Under Reagan, the top bracket went down to about 40% and the debt went up. Under Clinton, taxes were raised and the debt was reduced. Under Bush, taxes were lower the debt was increased.
