They never mention the fact that a lot of these traders are getting commissions for buying on bids and selling on offerings. Of course this creates volume and depth but the real payer is the commission payer. Buy 300,000 on the bid at .55, and then if it gets offered at .55, get on the offering for 300,000. Tenths of a cent add up if done a few hundred thousand times a day. Of course one wrong move can cost a lot of wins. I'm not sure what is required for a trader or system to qualify for these benefits. If I remember I will try to find out next week.
