The truly rich are not paying top rate.....and if you look at the IRS data, you might learn that.....but learning in not your objective...

I think we should go back to 5 or 6 progressively increasing rates, with the top rate being about 50%, for people who make over a million a year. ALL income should be included and counted just like wages. All exemptions should be eliminated, examined, and perhaps some restored.
