Which guarantees they have that the state will pay them back?

It works like that:

Vendors receive a call, that the state is making a list to make queue of who is going to received first.

The place on top of the list cost 2% of the owed monies.

Vendors, fearing they go to the bottom of the list agrees to pay those 2%.

But it is not a discount,2% goes to the people managing the payments.
