I would say that you are right for situation now a days. Today,
people use these ISP for PPP solely (almost). However, 3 years
ago, many of these ISPs also provide dialup unix account.

Netcom started from that, UUNET as well I believe.

May be we should say that ISP running Linus/FreeBSD etc.
are not affected so long they only provide PPP/SLIP access.

Elmer,

One more point.. if I know what my ISP is running (i.e. shell account available) I can always upload a pre-compiled executable.. No need to compile on the ISP's machine.. just put it there and execute it.. (and BTW they can't disable your ability to set permissions on file in your user directory without making the shell account totally useless).
