I don't think unemployment insurance was in China until the mid 80s.. idea being you always had a job in their system which has its own problems..... that didn't apply as I recall to rural folks but only in urban centres.. which was at a much lower ratio 30 years ago urban/rural... I think any form of public health insurance is relatively newer.. When I was last there lotrs of folks asked obout our Canadian health care ... longingly...

I think the communist systems leaned to giving out meaningless jobs more than free money.. keeps folks busy and out of trouble ... free money for extended times is no good in most cases.. but there have been lots of hororr stories on workfare programs also.. ... they cannot be one size fits all.. .... bureaucrats do not see that... and politicians end up in cushy private sector jobs, taking advantage of their contacts :0(
