IMO, the problem is lack of union presence on the board of directors. Germany is a very good model to follow. They are extremely competitive, despite having very strong unions and regulatory environment.

In Germany, the unions mandate continuous education and training for the workers and this ensures their workforce remains competitive. In the US, we hire they guy who already knows what we want him to know, then pay him as little as we can get away with and put him to work as long as he is useful. When we are done with him, we look for the next cheapest alternative which could be new machinery, a new hire, or off-shoring. As a result, we hollow out our skilled workforce.
