The earned income credit encourages low income people to get a paper divorce and split dependents for a windfall. They each file as "head of household" with dependents. All they need to do is create a new address, like add an apt number where none exists. *Poof*!...Thousands of extra federal dollars to help them with their season tickets for the Chargers et al.
