Surely you know that women reach puberty and adulthood about 3 years earlier than men do. Keep in mind that menarche onset is not the same thing as brain growth. That's like measuring feet to determine the size of the brain and foot size is probably a better measure of when the brain is fully grown [near enough for government work] because when feet stop growing, heads have pretty well stopped growing too, though some people get very big heads as they age and their bank accounts become more substantial.

I just use menarche because it's a traditional measurement for which there is good data [whereas I guess foot size has not been studied so much].

Your guess on the standard deviation was wrong. It is not very big at all. You only need to look at a class of 14 year old boys and "girls" at high school to see for yourself. The boys are nearly all pipsqueaks. The girls are quite developed hot young women with large brains. I remember my time at that age well. The girls in our class were more interested in males very considerably older than their classmates.
