Henry Kissinger is hardly a reliable source, given that he doesn't represent the UN, and that cease fire was a orchestrated by the UN, not the US.

Now.. maybe if NK was willing to negotiate a full peace treaty, that international zone could be adjusted. But both nations are still technically in a state of war.
