Thanks. The solution turned out to be quite simple. After notifying them that I would hold them liable, I asked them to explore the possibility of temporarily re-authorizing funding until the still unidentified 'wrench in the works' got their portion of the bureaucratic process done. "Yes, I suppose we could do that," came the answer I was looking for. They would exchange emails and such to make sure payment would follow through. Then, I actually called to make sure the service provider was sending someone, call me a skeptic. Guess what, he was working on the paperwork and hadn't gotten around to it, which meant services would be delayed until the next day. I said, "send someone right now." So the service provider shows up and like a bad movie plot, it turned out to be in the nick of time. Not anything like the day I had planned for at all, and not a day I ever want to repeat.
