In checking further, I don't have Canadian tax withheld from RCI which I hold in an IRA. Apparently there is a different tax treatment for Canadian Trusts vs regular dividends from a corporation. Based on my experience with RCI, I agree that it's probably safe to hold BMO in an IRA and not worry about foreign tax withholding.
