My recollection is that DADT was introduced as an executive order. The scope of what can be implemented by executive order is limited. So he came up with the most that he could within his authority. It was clearly an odd duck from the getgo. Whether or not it was better than nothing was heavily debated. Surely no one thought it would be the final word.
