NO , it is because the Republican's so empowered the bankster's over the lasdt 30 yeats, they have controlling power now.

I think that was originally said in the context of a jury trial. So, since we've had like 1 bankster (Quattrone) go to criminal trial for the financial blowup, it's probably not an apt analogy. There should be a corollary that says, "In America, we would rather not even try to convict anyone who will hire a lawyer who will make DOJ's life difficult or who whose industry has completely captured directly or indirectly the legislative and regulatory apparatus."
