First, the rich pay much more to the state given our progressive system of taxation.

Second, TR's claim is dubious. The basic function that government provides - a just legal system and protection of life, liberty and property - is arguably as important, maybe more important, for the poor and middle class than for the rich. The very rich have always been able to hire their own security and protection and still often do. Consider also education - the rich have always been able to educate their children and still do. Its the poor and middle classes that need government more.
