No, Bill, that is NOT a 'fact'.

Fact is the idea of an individual mandate grew out of GOP think tanks, and has been variously proposed by GOP pols and thinkers (Forbes, Gingrich, Romney, etc.) over several years.

It was *not* put into this Health care bill to "appeal to libs" but to try to draw support from Republicans, Blue Dog Dems, and other conservatives who traditionally support big businesses and free market solutions (this effort was mostly unsuccessful)... and to BUY OFF the big insurance companies and big hospital chains and HMOs so they would support the bill instead of opposing it like they had back during the Clinton reform effort (and this part of the plan was successful: they got the support of the big insurance companies/HMOs/hospitals and that is what enabled the bill to pass).

But, no, the Libs were *never* in favor of this particular part of the bill, and they STILL ARE NOT.

No, what the Libs wanted (and still do... if individual mandate is ever removed they may then get what they want) was a PUBLIC OPTION, a publicly offered insurance plan in all fifty states that could compete with the private insurance carriers, such as throwing the doors to Medicare open and letting everyone enroll....
