Exactly what you'd expect from the present education system....its nothing but largesse, the planned dumbing down of the greater numbers, these data make fodder for system extrapolation

The system can claim it needs more from these data, hence divert more unto itself.

The Military especially, as a volunteer one, needs smart people, not cannon fodder. Unlike norks who only have fodder, and fodder is a step up from grazing grass in the dim light provided by socialism.

The solution for the military will be more robotics, as building smart systems will be easier than correcting the big system of education which is run for the few. There is also the problem of system creep...its understood that each system has its own needs, compartmentalism has the inherent characteristic of dont rock or knock my compartment, or you'll risk a compartment war.

Sum total of this input....its all = Oligarchic malfeasance.
