Based on a study done by Richard Ney and documented in three books, and Christopher Elias wrote in his book, "Fleecing the lambs," the SEC members and the Stock Exchange has a revolving door between them: SEC Board member later became Exchange board members, or Exchange specialist later became SEC board member. Reporting to the SEC to investigate the exchange is completely useless...the SEC rather investigate the company insiders than the exchange. Just as the Nevada state authority would not harm the casino industry due to the base of the revenue. Ney did try to change the exchange system in the 60s, but the people who tried to help him lost their jobs (alot of people in the media). Dale, you should check into this topic.

MM would be glad to get a lot of sell orders, so he can plummet the stock and buy them at wholesale price. And sell at retail later.
