Jeff,

I hate to throw a wet blanket here but I'm not sure if it forces the conversion to name. I believe, though I admit I'm no expert, that all it does is make the DTC move street name shares from the E*Trade ledger to the Waterhouse ledger. I did a DTC transfer from E*Trade to Waterhouse back in August when this whole thing started. I then had to ask Waterhouse to issue me name certs and they had to request DTC to do the conversion from street to name.

That was my experience. If you know of some way to do it differently I would be jubilant to hear what it is.

Jeff: I take it then that it's your assumtion that E-Trade has no OVIS/RMIL "street name" shares to transfer and thus would have to "buy in" the shares to transfer. If you did not sign a hypothication agreement with E-Trade when you opened your account there, why would'nt your shares be available to transfer to Waterhouse. By the way did you also instruct Waterhouse to request those shares from E-Trade? Is there some reason you chose not instruct E Trade to transfer and ship these shares to you?
