FYI, Texas FY 2012 projected budget shortfall is around 20% and that's no better than most states. The main difference is that Texas has a per capita spending of 50/50 of all states. cbpp.org

Who knew Texas was facing such a huge electricity shortfall?

they are already insolvent. as is illinois and others.
