Actually what is in the law is that every business, including small coin dealers, must fill out an onerous 1099 everytime they buy more than $600 worth of stuff in a single transaction. As for as another confiscation goes, there is still an Executive Order 6260

The Federal Reserve took in 500 Tonnes of Gold as a result of the confiscation to cover their naked shorting of Gold scam.
