Again, you probe where we should all be asking more questions. In the US much is developed by state governments with bonds,and often with some level of federal incentive via 'cost sharing'. The infrastructure funded in this way then requires debt repayment and loan servicing -- and these projects do not necessarily generate revenue.

The methods for developing infrastructure in China beg many questions -- and in a way it is perhaps more central to how China works (or fails to work) than our multi-trillion dollar bond markets work.

Rather than debating these points, I will step back and examine your efforts and related writings more carefully -- but lets continue to explore this, as you already seem inclined to do anyway.

You always stir the pot -- and I think that is widely appreciated. I hope you take no offense at some spirited debate of same.
