Yes, existing policyholders continue to be covered. State Insurance commissioners can limit the amount of rate increases to what is reasonable.

I do agree that there is no "free lunch" when it comes to LTC insurance and that everyone's risk assessment of the issues involved in LTC will produce differing results.
