As I replied earlier to Cary, it is rare that public policy in capitalist nations require winners to compensate losers, although occasionally they throw them a few scraps (transfer payments, progressive rates of taxation, training subsidies). Pareto optimality might suggest compensation to the point of making losers no worse off, with winners being allowed to keep any additional gains, although that would be regarded as quite radical by most economists. Most transfer payments are leaky buckets and there are moral hazards.
