No. But my opinion is that most proposals that are unlikely to ever be enacted and also highly unlikely to ever have much effect (such as describes this one...) are best described as 'playing to the cheap seats' and 'pandering' and 'bread and circuses'... 'red herrings' to keep the public distracted from ever paying attention to what's really going-on with the 'man behind the curtain'. <GGG>
