A BBA without exceptions or loopholes is probably no more likely than this amendment. One with exceptions or loopholes might not achieve more (unless your defining achieve to only refer to controlling the deficit, and if the loopholes are massive enough, than maybe not even then).

Overall I think the BBA is a bit more likely to be enacted, and a bit more likely to have a noticeable impact if enacted, but there on the same order of magnitude. (OTOH I consider the impact to be more clearly positive from this proposal than from a simple BBA)

Also neither is really a distraction from from the other, at least not until and unless it gets enough support to actually be voted on in state legislatures and congress and maybe not even then.
