TOO MANY loopholes would emasculate the BBA.

I prefer ONE: a one year exception (from mandated balanced budget) if a "national emergency" is declared formally by the President.

Exception to automatically EXPIRE (and not be renewable by the President with a 'new' one) UNLESS ratified by a 2/3rd. vote of Congress.

("National Emergency" would obviously cover the war angle too....)
