Twenty years is more than enough to change policy don't you think?

Also there where previous similar big snow storms, like the one in 1947.

Secondly, its too costly maintaining the staffing and equipment required for a big storm that only hits once every 6 years.

Why do you say that? (Esp. in light of all the other ways NYC puts the money to use that are less useful.)

Being able to cover a 6 year storm would seem quite reasonable to me. 30 year or 100 year, might be a different story (esp. if they can't handle some of it as variable, cost, contracting out, paying OT, etc., but why wouldn't they be able to do this, and for a 6 year storm as well)

what ?? how old are you ? we had a bunch of storms like this in the 50s,60s and 70s.

I know the world didn't exist until you were born.
