Time is part of space-time, which according to traditional big-bang theory was created at the big bang. According to that theory there is no "before the big bang". According to a bunch of other theories there was time before the big bang.

The one thing you can say with some confidence is that we don't really know the exact nature of the creation of our universe. Our observations, even of the cosmic background radiation which is the earliest thing we can observe don't go back to more than several hundred thousand years after the big bang. Very near the big bang even our theoretical ideas break down.
