The issue you raise is which party, buyer or seller, should bear the risk of currency fluctuation? It is not the smart CFO which decides this, but rather the market.

If ORCL is competing head-to-head with, say Baan, do you think the sales rep is gonna shift currency risk to the customer? I don't think so. On the otherhand, if the customer is a long-time customer of ORCL & is 'locked into' ORCL products, I wouldn't be surprised if its negotiable. But then again, everything has its price.
