People in propaganda understand the power of imagery. Nevertheless, the writer apologised. I think, I am not sure, but he said it was a joke. By definition, an apology is "an expression of regret at having caused trouble for someone".

Sarah Palin has not apologised for the imagery of targeting opponents with a weapon.
