The North Sea has been exploited for a long time, I don't see any reason to think its a much better growth area than Nigeria, and definitely not than "the third world" in general.

And moving production for the US to the North Sea won't make things safer. They have had their own share of spills and accidents. Also once the oil is drilled there it needs to be transported across the Atlantic, creating additional opportunities for oil spills.
