Yes they spent it. The Social Security Administration passes the money on to the treasury (in return for non-marketable treasury securities, that are the feds lending money to themselves, so they aren't a real asset, to "pay them back" the feds have to use income taxes to pay for Social Security payments), then the government spends the money on aircraft carriers, farm price supports, new federal buildings, government salaries..., everything the government spends money on.
