They are trained to hit center of mass - i.e. the biggest possible target which makes the fact they miss so often even more pathetic and dangerous.

Last one I saw in the ER was a crazy coming after cops. They shot him once, right in the heart, cuz I saw the imprints, with a beanbag. Kept coming. Shot him in the heart again with the beanbag. Kept coming. Shot him in both legs with a pistol. This hippie thought the cop did a great job.
