He *is* responsible though for the BUDGETS that he proposed and sent over to Congress to pass!

(Same as any President is held responsible.)

He NEVER ONCE even proposed a balanced budget, or any path to get even close to one.

(He only talked loudly about 'balancing budgets' when he first ran for President... soon after, and certainly by his second term, we don't even see much RHETORIC from him about balanced budgets. National debt nearly quadrupled.)

And, yes, even though the Congress REDUCED the SPENDING in EVERY SINGLE ONE of the budgets that Reagan sent over... it was only by small amounts.

So they too are responsible for the massive unbalanced budgets and the soaring debt that ensued.
