2700 pages of regulations, taxes, kickbacks, subsidies, exceptions and favors can't be properly modified without lighting a match.

I can't burn it because of EPA air quality regulations, and my shredder won't handle it, but I have an alternate method.

It's biological.

Get a garbage can, fill it with water, dog poop, and wet kitchen garbage. Let it set for a few days. Then sell it to an earth worm farmer.
