You don't. Some will slip out. But the bulk will go though the Kabul Gov who we are paying. It's in their interest to make sure of that. We will know if part is going over the border and being sold to the drug dealers.

This is all Academic, of course.

The morphine business is presently a State run monopoly with Turkey and India holding the rights to grow all the legal. Best estimate I have seen is that we pay twice what the free market would be for the product.
