The government could confiscate their wealth for tax evasion if their services weren't taxed. However, that would only occur subsequent to an arrest or as an IRS proceeding.

I was concerned only with the fortunes they spend on goods and services being exposed the the VAT. It is a start.

As far as which point or points would have the VAT employed, I believe that we can only guess due to the legislation not being written.

It would in a sense, but in an important sense it really wouldn't. Yes they would pay taxes when the spend money, but they wouldn't collect the tax on their illegal services.
