...but nothing was said about foreign policy.

Put Bolton in as Secretary of State and someone on the order of Petreaus as Secretary of Defense, Guiliani as Secretary of Homeland Security, a non Wall Street and Fed background person for Treasury, Gonzales for Justice etc.....

That would cover the bulk of the foreign policy issues.
