I think this summer in the Asian Times. It appears to be a very nascent policy and somewhat directed to regional differences in population, but actual cash payments were involved. If I can Google up something, I'll post it.

China keeps its policy changes guarded, but there have been several signs that its stance on population control is changing. Adoptions of Chinese infants by foreign families were closed some years ago along with a public request that Chinese families adopt these children. Enforcement of the one child rule ended several years back.
