Supporters of Mr. Emanuel, who was born in Chicago and represented a Congressional district here for years, say legal residency is a matter of “intent” and whether he always intended to return from Washington after the White House - a circumstance they argue is backed up by his owning a house here (though a tenant has rented it for now), voting here, paying taxes here...

"paying taxes here" - The way this is worded doesn't explain which taxes Emanuel paid in Chicago/Illinois. Surely he paid property taxes there, but I'd like to know what his federal tax forms claim as his state of residence for income tax purposes. My guess is Washington, D.C. which would be absolute proof of his non-residence and therefore, non-eligibility for holding office in Chicago.
