I think FLA's slowing in migration may be fallout from all the hurricanes FLA had a few years back. After the 1990s quakes, in migration fell off precipitiously in CA and never recovered.

That's part of it. I also think with the economy less people are retiring, and probably some that do are staying put because the mood is risk adverse. If RE prices stabilize and start to drift up a little it could motivate people to make the move.
