Why is it that the R's think tax cuts don't need to be offset when they are in office, but "never" comes the day* a Dem president signs off on them?

Since 1/3 of the "$1T 'failed' Obama stimulus plan", which actually was around 750B, went for tax cuts, shouldn't it be the " $ half T successful Obama stim plan". Who knows? If it turns out to be $499,999,999,999.99 or less, we can call it "The No Trillion SOSP".
