Please notice the use of words-----"non-mandatory domestic spending". As I read this Mr. Obama did not say, articulate, what non-mandatory spending is nor did he articulate what mandatory spending he considers untouchable. If so I missed that information by Mr. Obama.

He sure left a lot of hedge room to use his pen and 'Mandate'
