Of course VVV is an ideal to be aimed at. Like Roger Federer aims at being a brilliant exponent of tennis, but can come up short at times. He is still vastly superior to 99.99999% of human tennis players.

If a country took up tennis with a vengeance, so that it was the exclusive sport people played, and incentives were high, they would soar to leadership. Similarly with VVV. Countries that don't bother do badly. Those who focus on it to the exclusion of other more hedonistic nihilistic ideas do very well indeed.
